French port strikes: Unions 'will get better working conditions', but can they curb militarisation?

Dockworkers across France began a coordinated strike on Tuesday, bringing cargo handling at the country’s largest ports to a near halt. Unions say they are demanding safer working conditions, limits on the rollout of automated equipment and a say in how ports are used for military logistics. The protest was highlighted in an interview with Carys Garland, who welcomed Renaud Foucart, a senior lecturer at Lancaster University’s Department of Economics, to discuss the strike’s broader implications.

The walkout comes as Europe ramps up defence spending and modernises its military infrastructure. Ports have become key nodes for moving weapons and equipment, a trend that has accelerated since the war in Ukraine. At the same time, shipping companies are investing heavily in automated cranes, driver‑less trucks and AI‑driven scheduling to cut costs. Workers fear that faster technology will erode jobs and make their jobs more precarious, while also turning ports into strategic military hubs without their consent.

Foucart argues that the dockworkers’ position in global supply chains gives them rare leverage. “They know how powerful they are,” he told Garland, noting that a single port can delay the flow of goods across continents. He is skeptical that the strike can directly reshape Europe’s military policy, but he expects it will force concessions on automation and working conditions. “They can get those concessions. And I think they will get them,” he said, adding that unions are already preparing a list of demands to present to port authorities and the government.

The next weeks will test whether the strike can translate its bargaining power into concrete gains. Port operators have warned of economic losses and possible disruptions to food and energy supplies. The government has signalled a willingness to negotiate but has not yet offered specific terms. If the unions secure limits on automation and a role in decisions about military cargo, the outcome could set a precedent for labour’s influence over strategic infrastructure across Europe.
