A Texas mother was arrested on Tuesday after neighbors reported that she repeatedly left her three children โ€” an 8โ€‘yearโ€‘old, a 2โ€‘yearโ€‘old and a 1โ€‘yearโ€‘old โ€” home alone with only frozen meat and canned goods to eat. Police said the children were found wandering the neighborhood, knocking on doors for food, when officers responded to a 911 call. The mother, identified only as Sandraโ€ฏMartinez of Houstonโ€™s East End, faces childโ€‘endangerment charges and is being held without bail.

Childโ€‘neglect cases have risen in Texas since the pandemic, as families grapple with inflation, job loss and limited access to affordable childcare. Advocates say the stateโ€™s safetyโ€‘net programs are overstretched, leaving some parents unable to provide basic care. In Martinezโ€™s case, investigators found that the refrigerator was stocked with unopened frozen steaks and canned beans, but no fresh produce, milk or baby formula. Neighbors said they had heard the childrenโ€™s cries for food for weeks, and that the mother was rarely seen at the house during daytime hours. Social services had previously made a welfare check in March, but no formal report was filed at that time.

The district attorneyโ€™s office announced that Martinez will be charged with three counts of child endangerment and one count of neglect. A familyโ€‘court hearing is set for next week to determine whether the children will be placed in foster care while the case proceeds. Childโ€‘welfare officials say they will assess the familyโ€™s needs, including housing stability and access to nutrition assistance, before making a longโ€‘term placement decision. The incident has prompted local officials to call for more resources for atโ€‘risk families, citing the need for quicker intervention when neighbors raise concerns.
