Deliaโ€ฏRamirez, a Democratic representative from Illinois, introduced legislation on Tuesday to end the United Statesโ€™ borderโ€‘tower program, a network of more than 180 surveillance towers that use cameras, sensors and artificialโ€‘intelligence software to monitor the southern border. The bill would require the Department of Homeland Security to dismantle the towers and halt any future construction. Ramirez filed the proposal during Climate Week, linking the program to broader concerns about the environmental footprint of highโ€‘tech border enforcement.

The tower system, often called the โ€œvirtual wall,โ€ was launched in 2020 under a $2.5โ€ฏbillion allocation from Congress. It was marketed as a cheaper, smarter alternative to a physical fence, relying on AI to flag movement and alert agents. Critics say the towers have done little to curb illegal crossings while consuming large amounts of electricity and generating electronic waste. Environmental groups point out that the towers sit in fragile desert ecosystems, disrupting wildlife corridors and contributing to carbon emissions. The timing of the bill reflects growing scrutiny of AIโ€‘driven surveillance tools after several tech companies faced backlash for selling similar technologies to lawโ€‘enforcement agencies.

Supporters of the towers argue they are a vital tool for border security and have helped agents intercept smuggling operations.
